High level decision makers are the people who make the budget. The mid-level managers underneath them are the ones who typically implement the budget, and work within the confines of it. So, how do we sell into accounts with budget concerns? Start by working at the top.
The top levels of the organization will have the authority to make decisions that positively influence the future of the company. If they see value in something (i.e. a way to profit, a solution that saves money long-term, or a product that can help multiple departments), they'll find a way to purchase.
